Special
Assistanting Prosecutor Raft was a District Attorney in New Orleans before
being assigned by Mayor Rockwell. He handled a number of high profile
cases. His last case being the conviction of serial rapist and murderer
Bobby Dunlap.
In several of his more high profile cases, he got confessions on the witness stand. These "confessions" were sometimes a mere contradiction of their stated involvement in a case, but it was enough for a conviction. In the case of the State of Louisiana v. Dunlap, Raft got Robert S. Dunlap to admit he killed his girlfriend. Mr. Dunlap didn't give a full confession, but when Raft, after an hour of discussing everything but the case in a series of questions related to Mr. Dunlap's opinion of what should be done with women who "cross you," the following exchange took place.
Raft: Hey
Bobby (he had began referring to Mr. Dunlap as Bobby and even laughing
with him while asking questions) you shouldn't do any time here. Right,
you're not guilty of anything, right.
Dunlap: That's right.
Raft: Oh, Bobby, what did you poke her in the eye with before you threw her off the roof?
Dunlap: She got her last look at little Bobby (he made a gesture toward his groin).
Mr. Dunlap's attorney did not want to put him on the stand, but Robert Dunlap insisted on taking the stand in the case. Even after his lawyer objected to the line of questions, Raft was asking, Raft told Bobby that his attorney had him on a short leash and Mr. Dunlap told his attorney to shut the hell up.
It is not exactly clear why Raft left the Louisiana's District Attorneys office. There were numerous threats on his life from Bobby Dunlap after his conviction. There were also some rumours about Raft's involvement with a teen girl who had worked in his office that summer. Although no official charges were ever brought against him and information on the teen girl was lost from the D.A.'s office.

Breaking News was not concerned with the bad press Prosecutor Raft
accumulated. She said, "We need an outsider who is willing to take
crime head-on. Prosecutor Raft's over 90% conviction rating proves he
is the right man for the job."
She appointed him to be the lead attorney in any case involving the 7th District. Although Lt. Foster is the commanding officer of the 7th, Raft has been responsible for deciding the cases the officers handle. The 7th is only assigned "Special Cases"
