Charles B. Foster has served the Cleaveland Police Department for over twenty years. When he was about four years old, a stranger accosted his mother. A policeman safely brought her home. This policeman was ironically named Officer Angel. He was famous for quoting scriptures. It seems to be this incident that has shaped Lt. Foster into the man he is today. That and his experiences in the Military. His military record is not available, but it is known that he served three tours of his duty in battle. It is his last tour that contains the most questions. He was assigned the rank of Lt. On this last tour yet there is no record of any missions or his fellow officers. He returned from the War and joined the police department in his hometown of Cleveland, Ohio.
Lt. Foster has never been one for the bureaucracy police politics. Although he has the skills to be a Captain, he lacks the diplomacy. His "religious attitude" about his work causes an "uneasy nature" among some of his compatriots. The officers under his command obey his word (like the word of God). He expects nothing less of them.
